Please have a look at dgroups, basically an e-mail list server but recently adding on an online interface. KM4Dev e-mail list works with as well.
Hi Aurelia, if you are interested in a non-commercial UN-owned solution (especially if you are dealing with a lot of UN and government stakeholders), I would recommend the Teamworks platform (http://one.unteamworks.org). This is a knowledge sharing and social networking platform based on Drupal which is hosted by UNDP, but which can be used by any UN organization, agency or entity.
The advantage to public solutions like Ning, Facebook, etc, is that contents within the system are protected within a UN-owned facility, which is not the case for the commercial providers.
Teamworks was particularly designed as "Extranet" for UN organizations, in which UN colleagues can engage with stakeholders from governments, civil society and private sector in a secure environment. It also fosters knowledge sharing and networking among UN colleagues from different organizations.

Hello Aurelia. Here in the Philippines, we have been using Facebook and Twitter to promote our activities and campaigns. We have noticed that personal invitations instead of invitation to groups work better because they respond to the invitations right away. Our organization, ASSIST, also has a Wordpress account for our daily synthesis papers.
